Unfair funding cuts affecting UNISA students
Petition is addressed to: UNISA students, UNISA board, Department of Higher Education and Training (DHET), Student Representatives.
Demand for Explanation and Transparency
We, the undersigned UNISA students, demand an explanation from NSFAS and UNISA authorities regarding the disproportionate impact of budget cuts on our living allowances. While other universities' students receive over R1,000, we are left with a meager R316.70, which is insufficient to cover basic living expenses. We require a detailed breakdown of NSFAS's budget allocation and expenditure, as mandated by the Public Finance Management Act (PFMA) and the Higher Education Act (HEA). Specifically, we seek transparency on how funds are being utilized, in accordance with the principles of transparency and accountability enshrined in the Constitution of South Africa. Furthermore, we demand evidence of the financial management practices employed by UNISA and NSFAS, including audits and financial reports. Failure to provide this information will lead us to escalate this matter to higher authorities, including the Minister of Higher Education and the Portfolio Committee on Higher Education. We will also explore all available legal avenues, including litigation, to ensure that our rights to education and dignity are protected.
Reason
This matter is crucial to me and others because the insufficient living allowance of R316.70 causes financial hardship, negatively impacting academic performance, motivation, and overall well-being. The disparity in funding between UNISA and other universities creates an unequal learning environment, disadvantaging UNISA students. Furthermore, the lack of transparency and accountability in NSFAS's budget allocation and expenditure raises concerns about financial management. This crisis also has broader implications, potentially limiting access to education, perpetuating socio-economic inequalities, and damaging the reputation of UNISA and NSFAS. Ultimately, it affects not only our academic success but also our emotional well-being, future prospects, and the overall quality of education we receive.
