Urgent Reform of CSOS - Community Schemes Ombud Service
Excessive delays in responding to complaints - The timeframes have become so prolonged that by the time CSOS responds, it's too late to prevent or remedy rule violations, rendering their intervention essentially meaningless.
Biased adjudication outcomes - CSOS adjudications frequently favor Managing Agents and Trustees over ordinary scheme owners, even when these parties are the ones breaking the rules.
No effective recourse for owners - When CSOS fails to act in time or rules against owners, there's no practical alternative path for owners to enforce the very rules that CSOS itself created, leaving them trapped in schemes where rules are violated with impunity.
The core issue: CSOS, which exists to protect sectional title and HOA owners and enforce scheme governance rules, has become ineffective due to delays and appears to side with the parties it should be regulating - leaving ordinary owners powerless against those in positions of authority within their schemes.

My case is over a year old with no adjudicator. I provided proof of mismanagement and neighbour leaks damaging my unit, yet no action has been taken.

As a trustee, I have witnessed the lack of acknowledgement of dispute cases lodged with CSOS, that are long standing and the inaction thereof, that some people are referring to in this petition. Sevices paid for, are definitely not being realized.

While they were focusing on "estate beautification" and learning about plants, who was doing the work that an OMBUD is supposed to do?

The Ombud is not focused on its purpose.
Who is in-office while teams are arranging competitions in Malls?
Who exactly is sponsoring the bicycles that are prizes in its competitions?!? Is that paid for from our levies?

We repeatedly called and lodged the same complaint about a leak into our unit from an upstairs balcony with CSOS numerous times, and have still not received a response. The unit has since been sold and the problem persists.
